BMC to impose Rs 20,000 fine for construction debris in Mumbai, tightens rules on spitting and littering in public | Mumbai News

Days after the Ministry of Environment, Forest and Climate Change notified the Solid Waste Management rules 2026, the Brihanmumbai Municipal Corporation (BMC) on Monday issued its Solid Waste Management bylaws 2025, announcing stricter penalties for littering in public places, construction debris and general waste management in Mumbai.

Under the new bylaws, people will be fined up to Rs 500 for littering, urinating, defecating, washing vehicles or feeding animals and birds in public, and Rs 300 for bathing and washing utensils outdoors. Spitting in public places will be punishable by a fine of Rs 250.

The civic body has also stipulated strict norms for handling construction debris, with a fine of Rs 20,000 for unauthorized dumping and fines of Rs 25,000 for vehicles illegally transporting construction debris.

“At a time when solid waste management is making efforts to improve waste efficiency, new bylaws have been formulated to regulate all aspects of segregation and processing of wet and dry waste generated in the Bombay Metropolitan Region,” BMC additional municipal commissioner Ashwini Joshi said on Monday.

Much higher penalties have been introduced for public waste management, with a fine of Rs 1,000 proposed for bulk generators who do not separate waste, while a fine of Rs 200 is imposed on people who do not separate waste.

Meanwhile, a fine of Rs 1,000 will be imposed for scattering waste or open defecation by pet animals, while Rs 10,000 will be imposed on those found guilty of open burning.

In light of the Centre’s new SWM norms, the civic body is also considering a ‘user fee’ for waste management during events where the number of attendees exceeds 100. There will also be stricter norms for segregation of household hazardous waste at primary levels.
